Michelle Daly is a Senior Advisor for Housing and Homelessness in the Center for Substance Abuse Treatment (CSAT) Office of the Director at the Substance Abuse and Mental Health Services Administration (SAMHSA). Ms. Daly serves on interagency workgroups and supports SAMHSA’s grant and contract portfolios associated with individuals who are at risk for or experiencing homelessness. Ms. Daly has approximately 30 years of program development and monitoring of social service agencies in the public and private sectors and her content expertise is in the areas of substance use and mental disorders, housing and homelessness, and youth and women’s services. Her functional expertise is in policy development and analysis, technical assistance, and statistical analysis. Ms. Daly received her M.S.W. from the University of
Michigan’s School of Social Work and received her B.A. from the University of Virginia in Economics and Philosophy.
