Enid Osborne has been involved in the administration, management, and implementation of SAMHSA grants for over 30 years and has been a Public Health Advisor at SAMHSA for over 14 years on various recovery grants. Dr. Osborne contributed to SAMHSA’s Recovery Housing: Best Practices & Suggested Guidelines. She served as the Principal Investigator on the Arizona Co-Occurring State Incentive Grant funded through CSAT and CMHS, was the Program Evaluation Coordinator on the Nevada State Incentive Grant, and monitored CSAP grants for the State of New Mexico Behavioral Health Services Division. She has worked on Department of Education grants under the Safe & Drug-Free Schools program and the Middle School Coordinator initiative. Dr. Osborne was the Program Coordinator for a CSAP Community Partnership grant with the Seminole Tribe of Florida and served as the Department Director for the Pueblo de San Felipe Comprehensive Community Care Services consortium in San Felipe, NM. She holds a master’s in social work from Barry University, a master’s in public health from Florida International University and a Doctorate in Health Education from the University of New Mexico. With an expertise is Program Planning and Development, Dr. Osborne is a subject matter expert in recovery, and is a person in long term recovery since January 11, 1990.
